Has anyone done any work on the impact of Section 94 changes?

I think it's still abit early to have a true indication of the full impact of the changes to the S94 legislation, particularly when the changes aren't concrete yet. They appear to be changing the legislation "on the fly " as feedback continues to poor in. The legislation varies too between "Growth Centre" and "Non Growth Centre" areas.

Is there not a reference committee or something with a LG rep or are DOP just making this stuff up as they go along?
