Chris Adams, owner and CEO of Balancing Act, examines the differences between ‘budget consultation’ and ‘participatory budgeting.’ Additionally, we’ll hear from Michael Shave, Director of Corporate Services at Noosa Shire Council, while he discusses the benefits that budget engagement has had throughout a detailed budgeting process and what it has meant for his organization when it is time to make final decisions. We are also joined by a local Engagement Officer sharing impacts community budget consultations have had on community trust and understanding.

Michael Shave is currently the Director of Corporate Services at Noosa Council with responsibility for Council’s internal services including Finance, ICT, Procurement, Fleet, Revenue and Property. Michael is a CPA Australia fellow and has over 18 years combined experience in various Queensland local government finance positions including roles at Ipswich City Council, Maroochy Shire Council, and also Noosa Council prior to amalgamations in 2008. Michael is also a current member and secretary of the Local Government Financial Professionals of Queensland committee.

Michael’s current focus is on ensuring Noosa Council remains financially sustainable into the future through efficient innovative service delivery and guiding Council in making sound ongoing investment decisions through its financial planning and budget processes.

Meegan Armstrong, Engagement & Events Officer at Livingstone Shire Council

Meegan Armstrong is the Engagement and Events Officer for Livingstone Shire Council.  She is responsible for all engagement for the organizationorganisation and the management of Livingstone’s Get Involved digital engagement platform.

For the first time in Livingstone’s history, the organizationorganisation consulted the community on the budget in 2020 using Balancing Act budget simulator tool. LSC is committed to ensuring the community is aware of where their rates dollars go and have an opportunity to have a say in what areas their dollars are spent.

Hannah Myers, Outdoor Recreation Officer at Moreton Bay Regional Council

Hannah Myers is the Outdoor Recreation Planner for Moreton Bay Regional Council. She is responsible for the planning and delivery of Council’s Outdoor Recreation Strategy and the regional Skate Park and BMX Upgrade Program.
